Chief Richard Edwards began his tenure with Truckee Meadows Fire Protection District on July 1, 2025. Prior to his service at TMFPD, Chief Edwards served as the Fire Chief/Deputy Director of Emergency Services for the City of Stockton, CA, since 2020. His previous roles include Deputy Fire Chief (2019) and Fire Marshal (2017-2019). He started his career with Stockton as a firefighter/paramedic in 2000. Before his service with Stockton, Chief Edwards served as a firefighter/paramedic for the City of Folsom, CA, and the Georgetown Fire Protection District, CA. Chief Edwards has a Master of Arts in Organizational Leadership/Public Administration and a Bachelor of Arts in Emergency Management, both from Waldorf University. He also holds an Associate of Arts in Business Administration from Sierra College (Rocklin, CA). He has several professional fire service certifications and is a licensed paramedic in California.

Deputy Fire Chief Shannon Lewis brings more than 30 years of fire service and emergency management experience to the Truckee Meadows Fire Protection District. Chief Lewis began his career as a Firefighter/Paramedic with the Stockton Fire Department, where he progressed through the ranks to serve as Fire Captain, Battalion Chief, Fire Marshal, Deputy Fire Chief of Administration, and Deputy Fire Chief of Operations. He also served as the Readiness Coordinator for Williamson County Emergency Management in Tennessee, where he led countywide emergency preparedness, planning, training, and incident management initiatives.

Throughout his career, Chief Lewis has overseen specialty operations programs including Heavy Rescue, Hazardous Materials, Water Rescue, and Tactical EMS, and has served in numerous command and incident management roles on large-scale emergencies and disasters. He holds a bachelor's degree in emergency management/Fire Science and is committed to developing future leaders, strengthening regional partnerships, and ensuring the highest level of all-risk emergency services for the communities served by the Truckee Meadows Fire Protection District.
